• the patch is now applied with the help of new CMake file
• when the CI builds for a release, we use the official Google Or-Tools and we use the tag pof the cprresponding release.

For our releases we keep the naming convention vx.y-rtez.w. The CI extrapolate the official tag by (for checking-out the Google-OR-Tools repo) by truncating our tag vx.y-rtez.w -> vx.y
