Fix CI, change CentOS and use google stable for release #6

this PR includes 4 improvements:

fix the compilation of the sirius_interface_test.cc (remove old syntax)
use the stable branch of the official repo for releases
change the CentOS ci by using a separate dockerfile inside the new docker/ directory
create a small bash script as a guide to locally ortools using this repository and the sirius patch
