CP1252: put U+017E (lower case Z with caron) at 0x9e, not 0x8f (fix #31)

Rather surprisingly, this appears to have been wrong at least since the current CP1252 Keld table was first used in 2008. (CP1252 itself is not listed in RFC1345, so I’m not clear where this table came from.)
