Adds upload submissions feature (wip)
An upload submission is a prerequisite to creating a release (track_group)
One should be able to upload a number of files to the system. The reference to those files can be stored within the upload_submission record.
An upload submission is either active or inactive.
An upload submission should turn inactive after some time or immediately once a release (track group) has been assigned to it then enabled.
