Merge Request: Webui Serverspec Testing

This MR enhances the Serverspec tests for WEBUI. Key updates include:

  • Refactored tests to check if the service is enabled/running using systemctl.
  • Added a function to verify service registration and health in Consul.
  • Ensured listening on port 8083 and existence of key configuration and log files.
