Firstly, hope you don't mind the PR. Happy to open an issue and discuss before in the future before I steam ahead.

Recently came across a kaggle notebook by @galipremsagar (https://www.kaggle.com/code/premsagar/rapids-cudf-pandas-on-kaggle). I noticed a link to kaggle was missing in https://rapids.ai/ so I added one here.

Build looks ok

Not built and tested yet
Don't like the kaggle section is slightly higher that the IBM Cloud bit.

Also thinking out loud, not sure if there is a priority of partnerships and where this one should land. Just added at bottom for now

To my knowledge, the Kaggle notebook that @galipremsagar put together isn't "officially maintained" (updated and tested for each RAPIDS release) like the Colab notebooks that @taureandyernv helps maintain. I'm not sure how that should enter the calculation on whether/how to add this.

Thanks @raybellwaves - I don't think thats an appropriate spot for it since the others are provided services. That being said, I think there should be some Kaggle references somewhere on the site. @beckernick do you have any thoughts?
