feat(DLS-199): add stylelint config for Sprout

What is the problem this PR is trying to solve?

We want to help our users to use sprout design tokens

What is the chosen solution to this problem?

• create a stylelint rule to avoid hard coded values.
• create a stylelint rule to check if used sprout token exists
