Select python 3.1[0-2] on ExecuTorch nightly #7064

We know that ET nightly doesn't work on 3.9 and 3.13, so let's exclude them from the build matrix until they are supported. Otherwise, their nightly binary build jobs would always show up as failures https://hud.pytorch.org/hud/pytorch/executorch/nightly/1?per_page=50&mergeLF=true

This PR simply set the target python versions to 3.1[0-2] until the remain is supported by ExecuTorch nightly.
