Integrate the ETL broadway pipelines

Ensure the hydration, transformation, and indexing pipelines run as expected in test, development, and production. This may include some configuration in each environment and adding them to application.exs appropriately.

Acceptance Criteria

• A development instance kicks off the full pipeline from the fixture container and indexes into Solr.
• Create a solr core for staging
• A staging instance kicks off the full pipeline and indexes into Solr from the Figgy Staging Database.

First Step

Add the consumers to the application.ex and see what happens.
