The best approach to address this task would be to add 'Hello, World!' to the top of the README.md file. You can open this file in your preferred editor and add the said content at an appropriate location, at the top per this suggestion. The change should look like this:

Hello, World!

# ChatGPT Web App with React/Next.js (and Twilio SMS)
...
(remainder of the file)
...

After making the changes, ensure to save the file, commit the changes, and push the commit to the repository.
