Add CAT information to SubscriptionInfo when persisting a subscription

monitoredSubject of a ICDM registration could be a CAT or an operational NodeID. When we check if a persistant sub is present, we only have the operational node id of the sub so we could end up sending a check-in messages and trying to resub.

There isn't really a concept of "persisted subscription for a CAT" right now. We don't save the CATs in the persisted subscription state... Maybe we should, to make this work....
