Add penumbra-1 numeraire

Does two things:

1. Adds transfer/channel-2/uusdc as a numeraire for the penumbra-1 chain. This will allow consumers (like Prax) to start indexing prices in that denom.
2. Updates cosmos chain registry submodule to latest (some additional assets are added)
