wxTED is a teletext editor. wx stands for wxWidgets which the GUI is based on. TED stands for Teletext Editor.
The latest release can be downloaded from https://github.com/peterkvt80/wxted/releases
wxTED runs on Windows. In theory it could be compiled for Mac but I haven't done that. The Windows version will run under Wine so you can use it on Linux. You can also compile and run wxTED on Linux.
The first thing to do when running wxTED is select help->special keys. This brings up a list of all the key commands.
The installer also adds a PDF manual.
Download wxTED as a Windows zip file.
Extract the installer. It might look like setup_1.46.exe
Right click on it and run the Wine Windows Program Loader. Then follow the installer instructions.
