I have not had chance to try this, but this might explain the trouble I had installing via:

python -m pip install git+https://github.com/pebble-dev/libpebble2.git
python -m pip install git+https://github.com/pebble-dev/pebble-tool.git

with Python 3.10 (on Windows).
