Add XCM benchmarks to collectives-westend (#6820)
Collectives-westend was using `FixedWeightBounds`, meaning the same weight per instruction. Added proper benchmarks. --------- Co-authored-by: GitHub Action <[email protected]> Co-authored-by: Branislav Kontur <[email protected]>
