Add logging to identify issues when the Cloud Session service reports an unexpected error when the service is no longer able to contact the backend database.
Add inline documentation.

This updated includes additional logging that helped identify the cause of parallaxinc/BlocklyProp#1658. Also includes minor refactoring to eliminate a trivial method.
