🔧 patch for v5.5.0 latest for python 3.6 #2

Last python3.6-compatible toil version is 5.5.0. We still rely on pipelines that are in python3.6 and we use toil with slurm, which doesn't have some of the very-needed commits of the tool in latests versions. Such as handling slurm exit codes, issues with cross-device links, pid pings, among others.

This PR aims to extend version 5.5.0, to a 5.5.1 that can be more stable.

Merger Checklist

  • Make sure the PR passes tests.
  • Make sure the PR has been reviewed since its last modification. If not, review it.

    • If there are multiple authors' commits, add Co-authored-by to give credit to all contributing authors.
