docker-bake.hcl: add more missing rpms/pip packages

This adds the following RPMSs:
- `openscap-utils`
- `parted`
- `veritysetup`

This commit adds some of the new package required to run our
osbuild tests. This was found via
osbuild/osbuild#1916
