What is the problem you're trying to solve
We need to create the first event engine, which will also act as the reference implementation for event engines

Describe the solution you'd like
Create the "Fallback" event engine, which will perform two functions:

  1. Instruct the client to retrieve and return UOR content to a user.
  2. Instantiates a compatibility environment for legacy clients.
