A full functionally working version of Optima 2.0, where a user can:
- create / load / save projects
- perform auto and manual calibrations
- define and manage program sets
- add cost coverage functions and define outcome functions, for a given program set and parameter set
- define, load, run and or save scenarios
- define, load, run and or save optimizations
*download projects as .xls files
with the possibility of outputting and saving all the corresponding graphs
Note that this overlaps with the Global version of the functioning version of Optima 2.0, but with scenarios and optimizations added.
This should contain issues that will guarantee functionality, rather than enhancements.

Top priority milestone: functionally working Optima 2.0 for Global model, where a user can:
- convert (#787, #829) / create / load / save projects
- perform auto and manual calibrations: properly visualize/download graphs and data, includes #824/847 & #859)
- define and manage program sets, includes #788
- add cost coverage functions and define outcome functions, for a given program set and parameter set, includes #793
- download projects as .xls files
- export project data (separate and all projects in user account) for all years, e.g. costs (including unit costs), coverage
- export outcome data for current and optimized settings (from optimizations and scenarios) by year and cumulative (e.g. for 2016 up to 2030), e.g. new HIV infections, AIDS-related deaths
- outputting and saving all corresponding graphs
- validate geospatial optimization functionality at global level: currently BE, in future FE?
The issues in this should all be required functionality (i.e. minimal functionality so that Sherrie, Rowan and Ines can complete their analysis) rather than enhancements.
