An OpenMRS concept that records vaccine status is required to close issue #21.

Possible values include: Due, Overdue, Not Due, Expired etc. However, the absolute minimum needed here is Due and Overdue.

The concept is needed to sync the vaccine status to OpenMRS.

For background info, please refer to #21.

These don't exist right now in CIEL dictionary, so we'd have to create them. Which OpenMRS instance is this using?
