Instead of raw markdown, using the yml structure allows us to have a selection of enhancements to our github issues. Signed-off-by: kaimmej <[email protected]>

Description
Updated the look and feel of the bug and feature issue templates.
In order for the yml file to take precedence for these issue templates, the current markdown files needed to be deleted.
