[Remote Cluster State] Move remote cluster state related settings to node attrs

Description

• Remote Store related settings were moved to node attrs as part of RFC : Repository Registration for Remote Backed Storage #8623
• Remote Cluster state introduced another cluster settings. We need to move this cluster settings to node attrs as well.
