[Github Action] Enhance version increment script to create tracking issue

Description

• Coming in from Rewrite version update GHA to commit and push #7442 (comment)
• Built on top of Rewrite version update GHA to commit and push #7442 with the necessary suggestions
• Sample run: Increment version for 2.11.3 kotwanikunal/OpenSearch#154

New components:

• Utilizes peternied/opensearch-core-version-updater

Related Issues

• Related to [BUG] [Build Break] buildBwcLinuxTar is expecting 2.7.0 artifact but getting 2.7.1 #7396
