CI: Publish VS Code extension to OpenVSX Registry

Description

This will make the extension more discoverable and more easily accessible to users.

Currently, This VS Code extension is only available at Microsoft's Visual Studio Marketplace. But, the proposed change would be super helpful, if we can release it to Eclipse Foundation's Open VSX Registry. This would help products like Gitpod, IDX, VSCodium, etc. to use this VS Code extension directly.

ℹ️ Actions Items required from Admins

• Create an access token
• Login and sign the Publisher Agreement
  • Create an Eclipse account
  • Create a namespace/publisher.
• Add access token to GitHub repository's Secrets. Name it OPEN_VSX_TOKEN.

@aaguiarz / @rhamzeh, I think, we need to manually run Publish workflow once. Because I can't yet see the Extension on OpenVSX registry. It should be up here: https://open-vsx.org/extension/openfga/vscode-ext
