Fixes #735.
This branch fixes the problem when clustering heat sectors when there is just 1 CH4 bus. Additionally, some specific fixes in appl.py were deleted, since they were already addressed in powerd-data.

@ClaraBuettner when using status2019 the number of clusters for CH4 must be fixed to 1, since there are not foreign CH4 buses.
