OpenConfig Model Release 2.2.0

This is a minor release of OpenConfig following the OpenConfig Release Strategy to identify a baseline set of all OpenConfig models.

This release does not contain any breaking changes in v1.0.0+ models. Note that v0 models may contain breaking changes. #840 contains such a breaking change.
