feat: on chain security info

This PR adds a couple of security reserch related features.

1. A relatively generic git security readme asking for responsible disclosure. Will leave it up to you how you want to word the potential bounty aspect. I've left it open to interpretation
2. On chain security text in case researchers discover onchain security issues and are not familiar with git/contact directions. This leads them to where you want them to engage. I.e. this section.:

3. Bumps a number of dep versions

The PR also fixes a build issue that I introduced from applying clippy recommendations. This part has been re-added inCargo.toml files: cargo-features = ["workspace-inheritance"]

To that effect, I also included a build test step in the CI workflow.
