The nice folks at Penrith Council sent us all the new councillor information after a constituent alerted them that PlanningAlerts was out of date - how nice! 💐
This PR updates that information from the 2016-09-10 election. Party details are from Wikipedia.
I also just removed the mayor positions as we don't have a way of marking these as stopping and starting (see #102) and we don't use them at the moment anyway.
