Create a minimal handler that just returns hello world a bunch.
The niova-block client now presents libniova_block_client which contains a greatly reduced set of dependencies. However, the include chain is still a bit too long and could be further trimmed. The new lib and interface allows for the removal of iopm configuration from niova.c. Note that at this time, niova.c uses the 'private' method for imparting vdev config since there's no currently no control plane or external config interface for obtaining the vdev's size or auth information.
