Implements the solution devised by myself and @emillon in ocaml/opam-repository#23697 to remove packages from opam-repository from the CI perspective

Hi, @kit-ty-kate! Is this something that would still be helpful? Or has it been superseded by ocaml/opam-repository#23789 ?
