Modified 'Contact Us' to appear as a "drop-down" menu (containing 'Internet Relay Chat (IRC)' & 'Slack' menu items); not a complete rethinking... but would make the header - 'Services' & 'About Us' aside - consistent...

PS: This PR is not strictly a request to make a code change (please note Issue #702 for some description of the context); though the PR itself does not address all the needed/desired changes, it would establish some path to making iterative progress thereupon...
PPS: The requested change should be reconciled with Issue #546 (please note the brief update to that item as well)...
