Fix regression

These changes include:

1. new make target to remove the pmesdrEnv conda env
2. additions to conda-env target to allow for inclusion of pynose from pip, because nosetests were not running properly due to a depraction problem with python 3.12 and package "imp"
3. addition of bash "-set" commands at beginning of regression scripts, to fail at any failure in the script
4. addition of new regression ueber-script, so fewer things need to be put into the scrontab
