Geocoder: Pelias initial deployment

This is the initial setup and configuration folder for pelias, this aim to replace geocoder eventually.

Please check the README files for dependencies, the main dependency is the cli tool from pelias: https://github.com/pelias/docker it is enough to check it out locally and add the binary to your path.

Pelias cli tool will then create and manage a docker-compose projet for all data importers, elasticsearch and the geocoding API/services.

In order for this initial version to work, please also create an .env file in pelias folder with the following content:
