JS dashboard prototype(@leej3 )

Implements a modern React + FastAPI dashboard for visualizing OpenSciMetrics data.

Key changes:

Creates React frontend with interactive visualizations using Recharts
Implements FastAPI backend for efficient data processing
Adds time series analysis for open code/data trends
Includes distribution charts for top journals and countries
Added comprehensive documentation for setup and deployment
