What does this Pull Request accomplish?

Adds 2023-10 Patch 1 release notes.

Why should this Pull Request be merged?

Updates the existing 2023-10 release notes with the Helm Charts and Bug Fixes for 2023-10 Patch 1.

This is the actual view of the changes to the readme:

The Bugs fixed document includes the ID of the escalation and its title (there was no bug filed).

• Note that the 2023-10 readme already documents the following in the New Features section: "You can connect to external MongoDB instances. This is a breaking change. Refer to Helm Chart Breaking Changes for detail on how to opt-out of this capability or migrate to a new MongoDB instance."
