Inspired by @kimandrews 's work in nextstrain/rabies#8

We can add the generalized steps to download additional host taxonomy info and join with the metadata (possibly with augur merge). Then use the generalized augur curate format-host command proposed in nextstrain/augur#1586 to use the additional host info to format the host field.
