Without the .md extension the CHANGELOG doesn't render properly on Hackage. Added links to individual issues and PRs in the CHANGELOG.md.
We don't use travis anymore for CI, and the configured GHC versions are deprecated.
This file was either added by mistake, or it was not finished.

cabal checknow runs through without warnings, and we shouldn't get warnings anymore when uploading to Hackage.
