allow admins to make invites when registration is disabled

@Jack5079 should we just make it so admins can still create accounts when registration is disabled? or .data/invites.json

not sure if I want to contin. ue the JavaScript Object Notation databases but like this is really small too, like just an array (unless we add expirations or multiple uses or whatever), so does it really matter

I mean. There's always the URETHRA method of just switching to SQL now
