What problem does this PR solve?:
Backport of #912
Prior to this change, we used a CentOS 7.9-based container to download PIP packages. With CentOS 7.9 repositories no longer available, that is not possible.
This is needed to build images; specifically, vSphere images for Konvoy e2e tests.
