Carbon 11 upgrade #51

Upgrades Carbon 10 -> 11.

Added new dependencies, removed some old ones
Variables names have changed as per upgrade guide
Most of app.scss was removed as no longer necessary
Most of carbon-components.scss was removed as no longer necessary
Remaining items from app.scss were moved into carbon-components.scss due to scoping issues
index.scss no longer imports addon-samples.scss as they get imported through carbon-components.scss (they were being imported twice)
Webpack updates as per upgrade guide and to fix issues
