Remove restart policy

as discussed (#577) we removed the restart policy in the docker-compose templates for older versions.

PR Summary

• Introduction of a New Tool
  Added a new version (3.6) of mediagis/nominatim to our project through docker-compose.yml in folder /3.6/contrib.

• Upgrade of the Tool Across Different Directories
  The mediagis/nominatim software component has been updated to the newer versions (3.7, 4.0, 4.1, 4.2) in files docker-compose.yml and docker-compose-planet.yml, across the respective version folders (/3.7/contrib, /4.0/contrib, /4.1/contrib, /4.2/contrib).

• Modification of the Restart Feature
  The restart: always command, that was set to constantly restart this tool, has been removed from existing configurations across all folders and versions mentioned. This change might make the program's operations less interruptive or resource-draining.
