encrypt_room_event_raw(cf Improve send-event API, part 2 matrix-rust-sdk#2798)import_exported_room_keysfor key import (cf Add a backup specific method to import room keys matrix-rust-sdk#2759). We actually need to fix this properly and expose a separate method for importing backups (cf Element-R: keys imported from backup are backed up again element-hq/element-web#26347), but that will be a separate PR.
