Puppet used to require an init.pp file back in the early days and
would fail if it were not found. This led to the pattern of creating
an init.pp manifest, even if it was empty.

This is no longer needed and may be deprecated in the future. In
addition, Puppet 6.0.0 has a minor regression (corrected in 6.0.1)
and will fail validation on an empty init.pp.
