Although "使能" is a direct morpheme-matching translation of "enable",
many native Chinese speakers (especially those not deeply familiar with
Indo-European languages) find it obnoxious because there aren't
apparent objects for 使 or 能 -- in pure-Chinese 使能 is paraphrased
like 使……能够……, both of which *must* take an object respectively, *in
that exact word order*.

Being just a newsletter, we don't want to needlessly make people unhappy
over such minuscule things, so replace those "enable" usages with more
verbose expressions involving 启用. More discussion at the linked issue.
