Description of your changes
Small updates to the build machinery to enable CI to push to xpkg.upbound.io. Adds additional package metadata annotations for the imminent Upbound marketplace listing.
Next steps require configuring a robot token in GitHub Actions Secrets for write access to
xpkg.upbound.io/littlejo/provider-cilium.I have:
make reviewable testto ensure this PR is ready for review.How has this code been tested
make build.alllocally. Pushing will require setting up auth after this is merged.
