This commit adds a blog subdirectory to the content tree, sets up a chronological blog index, and an Atom XML feed. There are minimal CSS changes to support that. The initial blog post is the announcement of Xilem 2024 plans.

No major changes, but a number of small improvements based on comments, and a pass through to make it read more smoothly.
Lots of links to other Rust UI projects, and some additional minor edits.
