UWP: Fix slang shader compilation #17447

Description

Fixes failure of slang shader compilation on UWP platforms by adding HAVE_HLSL to build configs. Without having HAVE_HLSL set nothing happens inside of slang_process.cpp.

Thanks, let us know if you can take a look at the ANGLE builds as well.
