I recommand this change because:
Verion checking is better be the lowest available level. in this way, downstream releases (eg openSUSE) can use 3.3, 3.4, 3.5, 3.6. all there editions could work fine with ibus-libpinyin.
Add "with-python" option back to allow downstream to specify the python path and edition beyond 3.2.
