sig-ci: correct meeting time zone (#292)

Unfortunately the time zone is wrong for the meetings, this change corrects it to be CET, since the existing visitors all have agreed on the meeting time and we don't want to cause friction for existing visitors. Signed-off-by: Daniel Hiller <[email protected]>
